Rayquaza "Ray" is an OC by Insanipedia.
He has temper tantrums and of course both Kyogre and Groudon fear him.
Unlike Kyogre and Groudon, Rayquaza does not have legs, but can float.
Also unlike the two, Rayquaza does not have to feel a very strong emotion to become primal. Heck, he cannot become primal. Instead, upon feeling a very strong wind force, he becomes a mega rayquaza.
